ОECD is the Organization for Economic Co-operation and Development. The company continually monitors specialists' qualification level in the fields of science, tehnology, engineering, mathematics. The organization counts the amount of people and states getting the highest number of academic ranks in these fields per capita. Top-10 smartest states according to the report for 2015 are in our photo gallery.

The tenth line is taken by Portugal. In the state 25% of graduates can boast of the academic degree of STEM. There is the highest rate of graduates having a degee of doctors of science here. The main university of Portugal is the University of Coimbra.

Austria occupies the ninth line of the rating. 25% of the state' population has a doctoral degree while more are men. Today, this percentage is equal to 9.1 per thousand men versus 6.7 per thousand women. The most important educational institution of the state is the University of Vienna.

Amazingly, Mexico also gets on the list. Nowadays the number of Mexicans having an academic degree amounts to 25%. Mexico has been making progress in science and technology during the entire 20th century. That was the time when new educational institutions were opened in the state. The Mecca of the country's students is the National Autonomous University of Mexico.

Estonia is on the seventh position of the rating. The proportion of Estonians which can boast of an academic degree is 26%. It is noteworthy that it's the girls who prefer to study in the state. The major learning centers of Estonia are the University of Tartu, the Tallinn University, the Tallin University of Technology.

Greece takes the sixth place of the rating. Today the percentage of people with an academic degree is equal to 26%. However, the indicator is lower than the previous ones - in 2002 the level in the country was 2% higher than the current one.

The main universities in Greece are the University of Athens and the Aristotle University of Salonne.

The level of population with an academic degree in France which occupies the fifth position of the rating is equal to 27%. 300 thousand people are busy in science. The state is famous for the Sorbonne University, known outside of France. The University of Montpellier is also popular.

Finland takes the fourth place of the rating. 28% of the population in the country has scientific degrees. The country has 20 universities on the basis of which 22 technoparks, mainly owned by state governments, have been created.

Sweden has 28% of the population with an academic degree. The country is famous not only for great level of education, but for the totally free base of all educational levels.

Germany is on the second line of the rating. 31% of the country's population can boast of a scientific degree. Scientific research of the state is mainly funded by private business. Germany takes the third place in terms of the average annual number of graduates with degrees in mathematics, technological and other sciences.

The first place is taken by South Korea. The country's indicators have actually declined in recent years, however it didn't prevent her from staying on the highest point of the rating. Today the percentage of the residents of South Korea having a scientific degree is equal to 32%. Access to quality education in South Korea plays the most important role in the future of each resident.
